Use the Eyedropper Tool to Pick a Color From Anywhere

An oft-requested Photoshop feature actually already exists. Many users request the ability to use the Eyedropper tool outside of their image area, to say, pick a color on their desktop, an icon, or in a different application.
While not very discoverable, users can do just that by clicking in their image, and then while holding the mouse button down, dragging the mouse to pick the desired color from anywhere on their screen(s).
